Readers want characters who are real. To be real, the characters must exist as conceptual entities separate from the author. Otherwise they are merely linguistic sock puppets. Conducting an interview with your characters is an effective way of allowing them to take on their own independence.
This questionnaire is a tool to facilitate such an interview.
